Brief facts of the case are that the petitioner was engaged on 01.01.1993 and his services were terminated on 28.03.1997 which was challenged by the petitioner wherein the petitioner was taken back in service on 04.04.2000. The petitioner got eligible for regularization under the policy dated 01.10.2003 but the same has been rejected.
