(Oral) In the present writ petition, the petitioner is praying for issuance of a writ in the nature of Certiorari for quashing the order dated 24.01.2025 (Annexure P-6) passed by respondent No.2, whereby the claim of the petitioner for promotion to the post of Head Constable, despite his name is enlisted in List C-II (Exemptee), has been declined on the ground that the petitioner has not cleared the Lower School Training Course, which is mandatory in terms of Section 20(3) of the Punjab Police Act, 2007. The petitioner has also challenged the Standing Order No.02 of 2022 dated 23.04.2022 (Annexure P-7), whereby it has been stipulated that all personnel brought to promotion lists C-II, D-II and E-II are required to undergo pre-promotional courses in terms of the Punjab Police Act, 2007. 2.
