The petitioner has filed the instant petition under Articles 226/227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the impugned circular dated 29.07.2003 (Annexure P-3), vide which the table for the calculation of computation of pension was replaced to the disadvantageous position for those who retired from Govt. service on or after 30.09.2004 as the same was restored again w.e.f. 31.10.2006. Further, seeking issuance of a writ of mandamus directing the respondents that a lump sum payment payable to the petitioner on computation of pension be paid to the petitioner in accordance with the table which was existing before issuance of impugned circular dated 29.07.2003 and to grant all consequential benefits to the petitioner such as amount of enhanced computation of pension with interest. 2.
