Learned counsel appearing for respondents No.2 and 3 has submitted that respondents No.2 and 3 have been wrongly made parties, inasmuch as, the amount is not to be released by respondents no.2 and 3. It is further submitted that the Land Acquisition Collector who is to release the money has not been made a party. It is also pointed out that as per his instructions, Sh. A.K. Singh, who has been made party as respondent No.1, is not presently the Additional Chief Secretary to Government of Haryana in the Urban Estate Department and even the said party has been wrongly impleaded.
