Learned counsel for the appellants submits that the only prayer of appellant No.2 before this Court at this stage is that before taking any action, appellant No.2 has not been heard before recommending action against the appellant and, therefore, no such action should be taken on the basis of the report given, which aspect has been ignored by the learned Single Judge. 2. On being asked, whether any action has already been taken on the basis of the report, learned counsel reveals that as of now, no action has been taken. 3.
