The instant petition has been filed under Articles 226/227 of the Constitution of India, seeking issuance of a writ in the nature of certiorari for quashing the public notice dated 20.10.2001, determining the criteria for short listing the merit after holding the interview for the posts of Lecturers in English and Punjabi (Annexure P-12), the result of which has been published on 16.10.2001 (Annexure P-11), which is contrary to law laid down by this Court in CWP No.18331 of 1994-Major Singh and others Versus State of Punjab and others, dated 28.03.1995 (Annexure P-13). Further seeking a writ in the nature of mandamus directing the respondents to interview the candidates on the basis of criteria approved by this Court in the aforesaid judgment under Clause A and B to give an equal opportunity to the fresh candidates as well as the departmental candida
