The instant writ petition has been filed under Articles 226/227 of the Constitution of India, claiming the following reliefs:- i. Issue a writ in the nature of certiorari, for quashing and setting-aside the impugned Finance Circular No. 34/2024 dated 13.09.2024 (Annexure P-8), to the limited extent whereby its applicability has been arbitrarily restricted to the period from 01.10.2018 to 31.10.2021, thereby denying the benefit of advance promotional increment to the petitioner by wrongly adjusting the same against his second promotion as Additional Assistant Engineer (Sub Station) instead of the third promotion, as envisaged under the aforesaid Finance Circulardated 13.09.2024 (Annexure P-8).
