Instant writ petition has been filed by the petitioner under Articles 226/227 of the Constitution of India seeking a writ of certiorari for quashing the order dated 30.12.1987 (Annexure P-5), whereby persons junior to him were promoted. Further, a writ of mandamus has been sought to consider and promote the petitioner to the post of Executive Engineer from the date his juniors-degree holder temporary engineers (Assistant Engineers) were so promoted with all consequential benefits. 2. Learned State counsel has produced a copy of the death certificate of the petitioner, who unfortunately died on 21.09.2012.
