It is argued by learnd counsel for the petitioner that aggrieved with the auction of fishery rights in favour of the respondent No.5/Bahuuddeshi Matsya Sahkari Samiti, the petitioner filed a complaint on which report was submitted by the respondent No.3/Sub Divisional Officer, Tehsil Kaptanganj District Kushinagar before the respondent No.2/Collector, Kushinagar on 07.01.2026. It is argued that considerable time has already been lapsed but till date no decision has been taken in the matter. 2.
