After hearing learned counsel for the parties what comes out is that in pursuance to the tender only one bid was received and it was impermissible to consider a single bid as per prevalent policy. The petitioner did not submit any bid as he did not fulfill the minimum eligibility conditions. 4. As regards relief no. 3 the amount mentioned therein has been refunded after filing of the this writ petition.
