Heard Sri Panna Lal Gupta, the learned counsel for the petitioner and Sri Hari Om Singh, learned Standing Counsel for the State of UP. 2. By means of the instant writ petition filed under Article 226 of the Constitution of India, the petitioner has challenged the validity of an inquiry report submitted by the Circle Officer, Sadar, Sitapur. He has also challenged the validity of an order dated 17.07.2003 passed by the Superintendent of Police, Sitapur, dismissing the petitioner from service on the post of constable. Briefly stated, facts of the case are that while the petitioner was working as a constable in civil police and was posted in district Sultanpur, he was transferred to Sitapur by means of an order dated 04.07.2000 and he was relieved pursuant to the aforesaid transfer order on 10.07.2000.
