Court No. - 33 HON'BLE VIKAS BUDHWAR, J. 1. Heard Sri Kirtikar Pande, learned counsel for the writ petitioner as well as Sri Jitendra Prasad, learned Standing Counsel for the State. 2. A preliminary objection has been raised by the learned Standing Counsel that the writ petitioner is a complainant, who alleges misconduct committed by respondent no.3, who has been arrayed as Assistant Sub-Registrar (Stamps), who had committed fraud with the writ petitioner. According to the writ petitioner, the departmental proceeding had been initiated, but same has not been concluded. 3. Prayer in the present petition is for conclusion of the said departmental proceedings. 4. In the opinion of the Court, no locus standi is maintained. However, Sri Jitendra Prasad, learned Standing Counsel submits that in case departmental proceeding have initiated and the same has not been concluded, the same shall be concluded in accordance with law. 5.
