Heard Mr. Sudhir Kumar Mishra, learned counsel for the petitioner, Mr. Shireesh Kumar, learned counsel for the respondents and perused the records. By means of the present writ petition, the petitioner has assailed the order of punishment passed by the disciplinary authority dated 28-08- 2020 by which the petitioner has been awarded three punishments; first, recovery of the loss occurred to the department, second, withholding three increments with cumulative effect and thirdly, the special adverse entry. Submission of learned counsel for the petitioner is that as per the provision prescribed under Regulation 84 of the U.P.
