Heard learned counsel for the petitioner and learned State Counsel for State respondents. 2. The petitioner has filed this petition praying for removal of encroachment on Gata no.2153 and 2155 situated adjacent to the Lucknow Bahraich road located in Mohalla Sarai in Nagar Panchayat Jarwal, however, he has not annexed any revenue record to indicate nature of the said gatas, whether it is public utility land. There are some documents on record suggesting that it is Non-ZA land, in fact, the prayer itself suggests it apart from the document at page 15. 3. This is not a matter to be proceeded as a Public Interest Litigation. Moreover, we find that the alleged encroacher has not been impleaded as an opposite party. 4. The writ petition is accordingly dismissed. 5. This order will however not come in the way of any authority
