Issue a writ of Certiorari quashing the order dated 26.11.2025 passed by the Hon’ble Lieutenant Governor, Delhi in Appeal No. 315/2024; B. The petitioners’ case is that their father had purchased the subject property from one Bihari Lal in the year 1989. In the impugned order, it has been noted that the subject property was allotted to the said Bihari Lal on a license-basis and the same could not be transferred to a third-party. It appears that Bihari Lal had sold the licensed property to the father of the petitioners. 3.
