The petitioner joined the Indian Army1 as Sepoy on 28 August 2004. He was promoted as Havildar Major (Technical) on 27 September 2015. At the time of his promotion, he had executed a five year bond with the Army, which was discharged on 27 September 2020. 2. Vide letter dated 14 March 2019, the Ministry of Home Affairs2 nominated the Central Reserve Police Force3 as the nodal force to conduct a Physical Standard Test4, Physical Efficiency Test5 and Medical Standard Test6 of candidates who qualified the written test forming part of the CAPFs7 (AC8s) Examination 20199 for recruitment to the post of AC in the CAPFs10. 3. The examination was to consist of a written test followed by PST/PET followed by MST, followed by interview/personality test. 4. On 15 April 2019, the commanding officer of the petitioner issued “a Form of Certificate for Serving Personnel11”, below which the petitioner subscribed to an undertaking, pertaining to the 2019 examination.
