The petitioners herein were working as Livestock Inspectors when the Gujarat Civil Services (ROP) Rules were brought into force, whereby a revised scale of pay from immediate subsequent 01.01.1986 was granted. However, the rules required that an option be exercised within the prescribed time i.e., on or before 30.12.1988. 2. Admittedly, this option was not exercised by the petitioners and, therefore, the benefits were not extended to them.
