A brief narration of the facts relevant to the controversy involved is as follows: 2.1 The petitioner is stated to be a sole proprietorship concern engaged in providing consultancy services to various local authorities and public bodies within the State of Gujarat. The respondent is a Nagarpalika constituted under the provisions of the Gujarat Municipalities Act, 1963. The notice stipulated that bids were required to be submitted on or before 27.08.2018. Upon scrutiny of the bids received within time, the respondent, by communication dated 29.12.2018, informed the petitioner that its off
