The petitioner, who has described himself as a businessman engaged in the development and promotion of real estate in Pune, has filed the present petition contending that he is the owner of lands situated in the villages of Kesnand, Wadebolhai and Siraswadi (for short “the said villages”). He states that he is also holding powers of attorney from the other landowners of the said villages in respect of certain other lands, which he intends to develop. The grievance of the petitioner is that he is unable to do so, as these lands have been categorized in the Regional Plan to be falling within the agricultural and/or no-development zone.
