After going through the averments made in the writ petition, the Court is of the prima facie opinion that the writ petition filed by a private counsel is not maintainable and that too without taking prior approval from the District Collector. 3. At this stage, a prayer has been made by Sri M. S. Chandel, learned counsel for the petitioner to dismiss present writ petition as not pressed with liberty to file fresh writ petition. 4.
