It is stated in paragraph-3 of the writ petition that petitioner is Gram Pradhan of the village and is a social worker. It is settled law and prescribed under relevant rules that the petition on behalf of Gram Pradhan could only be filed by the nominated counsel but for the reasons best known to the petitioner/Gram Pradhan the present writ petition has been filed by a private counsel and that too without taking consent from the District Collector. 2. In this view of the matter, petitioner Ashish Mishra/Gram Pradhan is directed to file his personal affidavit explaining the reasons that why the disciplinary proceedings should not be drawn against him and why the matter should not be referred to the State Government to initiate disciplinary proceedings against such kind of persons. 3. At this point of time, a prayer has been made by counsel for the petitioner to dismiss
