Heard counsel for the petitioner, learned Standing Counsel accepted notice on behalf of Respondent Nos.1, 2 & 3 and Shri S.B. Singh, learned counsel for the Respondent No.10. 3. In view of the order proposed to be passed today, notices need not be issued to the respondent nos.4 to 9. 4. Heard counsel for the parties present and perused the record. 5. With the consent of the counsel for the parties, the present writ petition is disposed of finally directing the Respondent No.2-Commissioner, Bareilly Mandal, Ba
