Having consider the submissions advanced by the learned counsel for the petitioner as well as learned Standing Counsel for the State- respondent and upon perusal of a record, it is manifest that having been aggrieved by the order date 20.12.1997 passed by the Assistant Consolidation Officer in proceeding under Section 12 of the U.P.
