Heard learned counsel for the petitioner, learned Standing Counsel representing State-respondents and perused the record on board. 2. This writ petition has been filed, inter alia, for the following relief: "i) Issue a writ, order or direction in the nature of mandamus commanding the respondent no. 3 Consolidation Officer, Sadar to decide the Case No.2/104 of 2010- 11(Ashok Kumar vs. State) under Rule 109 of UPCH Act, within stipulated time as directed by this Hon'ble Court (Annexure No.1 to this writ petition)." 3. It has been submitted that an application under Rule 109 of UP Consolidation of Holdings Rules is pending consideration since 2009, despite the fact that the opposite party has already appeared and the case is ready for final adjudication. 4.
