Heard learned counsel for the petitioner, learned Standing Counsel representing State-respondents and perused the record. 2. The instant writ petition has been filed, inter alia, seeking the following relief:- "I. Issue a writ, order, or rule in the nature of mandamus directing the Consolidation Officer, Kasiya, Kushinagar, the respondent no. 2, to consider and decide the Recall Application numbered as Restoration Case No. 88 under Section 12 of the U.P.C.H. Act filed in Case No. 1030 of 2012-13 (Sabhapati and another Vs. Rambachan and others) under Section 9A(2) of the U.P.C.H. Act, pending before him since 13 years, expeditiously within the time prescribed by this Hon'ble Court." 3. It is submitted that the recall application filed on behalf of the petitioner against the order dated 27.09.2023 is pending consideration since 21.12.2023, despite the fact that opposite parties in the recall appli
