A preliminary objection has been raised by the learned Additional Chief Standing Counsel that this Court may not have territorial jurisdiction to entertain the writ petition on the ground that the order impugned which is subject matter of challenge has been passed in Jammu and Kashmir and fifth respondent happens to be the resident of Ballia and the writ petitioner also resident of Ballia does not clothe this Court territorial jurisdiction. 3. The said fact could not be disputed by learned counsel for the writ petitioner. 4. Accordingly, in view of the law laid down by this Court in Rajendra Kumar Mishra Vs.
