Sri Gaurav Singh, learned Standing Counsel has raised a preliminary objection regarding maintainability of the writ petition on the ground that it is barred by delay and latches particularly when the writ petitioner came to be transferred on 27.12.2024 from the office of Divisional Director, Social Forestry Division, Kanpur Nagar to Director, Forest Training Institution, Kanpur Nagar. He submits that it is always open for the writ petitioner to raise his grievance before the competent authority. Since the transfer order is dated 27.08.2024 and the petition has been presented before this Court in the month of January, 2026 and further the transfer is in the same district.
