Heard Sri Rakesh Kumar Yadav, learned counsel for the writ petitioner and Sri Manish Kumar, learned Standing Counsel for the State. 2. A preliminary objection has been raised by learned Standing Counsel that the present writ petition may not be maintainable for the simple reason that the writ petitioner herein is a complainant who seeks the relief to conclude the departmental proceedings against the respondent no. 4. 3. In the opinion of the Court, the writ petitioner has no locus standi to maintain the writ petition, accordingly, the writ petition is dismissed. 4.
