Learned counsel for the writ petitioner has sought to argue that the writ petitioner was enrolled as Prantiya Raksha Dal on 06.01.1992, however, he has not been permitted to perform the duty on the ground that at the time of enrollment, he was not major. 3. Learned Addl. Chief Standing Counsel on the other hand submits that the claim of the writ petitioner needs adjudication at the first instance by Respondent no.3. 4.
