Heard Sri Putushottam Mani Tripathi, learned counsel for the writ petitioner and Sri S.K. Pal, learned Standing Counsel for the State. 2. Sri S.K. Pal, learned Standing Counsel has made a statement at Bar that he is well equipped with the instructions and is in a position to argue the case. He does not propose to file any counter affidavit and the writ petition be decided on the basis of the documents available on record. 3. With the consent of the parties, the writ petition is being decided at the fresh stage. 4. The case of the writ petitioner is that he was appointed on 22.05.1998 as Junior Clerk. He was promoted on 01.08.2012 as Senior Clerk, however, by virtue of the order impugned dated 25.07.2025 and 12.09.2025 passed by Respondent no.4, Block Development Officer, Block Iglas Aligarh and recovery has been directed. 5.
