A statement has been made at bar by learned Standing Counsel that the instructions are sufficient and he is in a position to argue the matter. 3. With the consent of learned counsel for the parties, the writ petition is being decide at fresh stage. 4. The case of the writ petitioner is that he is continuously working as Home Guard in District Gorakhpur since 28.02.1990 till 13.08.2025. In the year 2006, a first information report bearing No.279 of 2006 came to be lodged on 27.05.2006 under Sections 363 and 366 IPC. It was the case of the writ petitioner that though the investigation was done and the charge sheet came to be submitted but till date charges have not been framed. 5.
