The case of the writ petitioner is that the father of the writ petitioner namely Pradeep Kumar was working as a Village Development Officer, who expired on 25.10.2013. Since the date of birth of the writ petitioner was 17.03.2003, so the writ petitioner attained majority in the year 2021 and thereafter he staked his claim for compassionate appointment. The Director, Panchayat Raj has forwarded a communication on 21.03.2023 to the Special Secretary, Panchayat Raj for relaxation in terms of the provisions contained under U.P. Dying in Harness Rules, 1974. 3.
