Heard Sri Sunil Kumar Singh, learned counsel for the writ petitioner and Sri Anup Kumar, learned Additional Chief Standing Counsel for the State. 2. A preliminary objection has been raised on the ground that the writ petitioner is a practising lawyer and a relief is sought to be couched in a manner which is akin to public interest litigation, thus, the present writ petition would not be maintainable. According to him, the writ petitioner can prefer a writ of quo warranto. 3. Learned counsel for the writ petitioner could not dispute the said position. 4.
