Heard Sri Nirbhay Kumar Bharti, learned counsel for the petitioner and Sri Atma Prakash Tripathi, learned Standing Counsel, who appears for State- respondents. 2. A preliminary inquiry raised regarding the maintainability of the present writ petition on the ground that no cause of action lies before this Court, particularly, when either cause of action would arise in Bihar or in Odisha. Reliance has been placed upon the Full Bench judgment of this Court in Rajendra Kumar Mishra v. Union of India; 2005 (1) ACJ 375. 3. Accordingly, the writ petition is dismissed for want of territorial jurisdiction, however, liberty is accorded to the writ petitioner to approach the Court having territorial jurisdiction over the matter. 4.
