The grievance of the writ petitioner is that though the writ petitioner was appointed as Lekhpal on 18.03.1975 and he was superannuated on 31.08.2009, however, he is not being paid the second promotional pay-scale after completion of 24 years of service and Third ACP after completion of 26 years of service. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner needs adjudication at the first instance by second Respondent. 4.
