The grievance of the writ petitioner is that he was appointed as a Class-IV employee against a sanctioned post on 01.01.1994 on temporary basis. However, according to the writ petitioner, the writ petitioner represented the respondents for regularization. Thereafter the third respondent on 20.05.1997 issued certain directions and thereafter an advertisement came to be issued asking the candidates to submit applications by 21.07.1997. Interview took place on 04.08.1997 and on 12.08.1997, an appointment order came to be issued that too on temporary basis. The term of the writ petitioner stood extended from time to time and the appointment of the writ petitioner was cancelled on 05.03.1998 which was subject matter of challenge in Writ-A No. 31720 of 1998, which stood disposed of on
