Umrao has made a statement at bar that he is well equipped with the instructions and he is in a position to argue the matter and he does not propose to file any affidavit and the writ petition be decided on the basis of the documents available on record. With the consent of the parties, the writ petition is being decided at this stage. 3. The case of the writ petitioner is that the writ petitioners are Ex Army Men, details whereof has been given in para 10 of the writ petition which is quoted as under.- "10. That it is relevant to point out here that the petitioner no. 1 was enrolled in the Army on 21.07.2000 and was discharged from the post of Havildar on 31.08.2018; the petitioner no. 2 was enrolled in the Army on 16.
