The case of the writ petitioner is that the writ petitioner was appointed as Seasional Collection Amin on 22.04.1983. He staked his claim for regularisation as Collection Amin in terms of U.P. Collection Amin Service Rules, 1974, according to the writ petitioner, one Ramanand Yadav who was junior to the writ petitioner was granted regularisation on 17.01.1992, however, the services of the writ petitioner stood regularized on 04.10.2004 though the writ petitioner was entitled from 17.01.1992.
