Heard Sri Onkar Nath, learned counsel for the writ petitioner and Sri Pramod Kumar Srivastava, learned Addl. Chief Standing Counsel for the State. 2. The case of the writ petitioner is that he was appointed on the post of Assistant Boring Technician on 04.02.1966. He was promoted on the post of Boring Technician on 10.07.1984, and the writ petitioner claims to have retired on 31.03.2005. However, a prayer has been made for according notional promotion on the post of Boring Technician from the post of Assistant Boring Technician w.e.f. 07.04.2025. 3. Learned Standing Counsel has raised a preliminary objection regarding the maintainability of the writ petition on the ground that the promotion is being sought from 07.04.1975 and the writ petitioner stood superannuated on 31.03.2005. According to him, the writ petition is barred by delay and laches, which has not been specifically explained. 4. I have heard the submission
