Heard Sri Ashok Khare, learned Senior Counsel assisted by Sri Mukesh Kumar, learned counsel for the writ petitioner as well as Sri Gaurav Singh, learned Standing Counsel for the State and Sri Rakesh Chandra Tiwari who has preferred an impleadment application as intervener. 3.
