The counsel for the rival parties have made a joint statement that they do not propose to file any further affidavits thus with the consent of the parties, writ petition is being decided at the fresh stage. 3. The case of the writ petitioner is that he was appointed as Lecturer in H.B.T.U. Kanpur and worked from 04.09.1999 to 26.08.2008 and pursuant to an advertisement published on 15.05.2024, the writ petitioner applied for recruitment in State service and first posting was accorded on 12.08.2008 as Block Development Officer.
