The case of the writ petitioner is that he was initially appointed as Junior Clerk on 08.11.1995 in the pay scale of Rs.950-1500/-, the writ petitioner was granted the benefits of first eight years' selection grade (increment) first financial up-gradation Grade pay of Rs. 2400/- and second financial up- gradation (Grade pay of Rs. 2800/-) in the cadre of junior clerk on 08.11.2003, 01.12.2008 and 08.11.2011.
