The grievance of the writ petitioner is that the writ petitioner was appointed as a Constable on 15.08.1981 and he was accorded promotion as Head Constable and Sub-Inspector and superannuated on 30.06.2021, but the writ petitioner has not been paid the notional increment and leave encashment. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner is to be decided at the first instance by Respondent no.2. 4.
