The grievance of the writ petitioner is that he was appointed on the post of Constable, however, he seeks promotion on the post of Head Constable, though juniors to the writ petitioner have been accorded promoted, but the writ petitioner has not been considered for the same. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner needs determination at the first instance by Respondent no.2. 4.
