The case of the writ petitioner is that the writ petitioner was engaged as Beldar on 25.10.1985, his services stood regularised on 08.02.2005. According to the writ petitioner, the writ petitioner has not been paid additional increments post completion of 20 years of regular service. 3. Prayer in the present petition is for a direction to the respondents to consider the claim. 4. Learned Standing Counsel submits that the claim of the writ petitioner needs adjudication at the first instance by the third respondent, Executive Engineer, Bareilly Cirlde PWD, Bareilly. 5.
