At the very outset, Sri Santosh Kumar Pandey, learned counsel for the writ petitioner seeks to withdraw the present petition, wherein the challenge has been raised to issue a writ, order or direction in the nature of mandamus directing the respondent no. 3, to grant Half Pay Leave to the petitioner for higher competitive education and for preparation of examinations as well as issue any other writ, order or direction, in the nature of mandamus commanding the respondent no. 3 to decide the representation dated 14.11.2025, submitted by the petitioner before the respondent no. 3, with liberty to file afresh, as according to him, the present petition has not properly been constituted. 2.
