After some arguments, a preliminary objection has been raised by Sri D.K. Verma, learned counsel appearing on behalf of the private respondents, submitting that the present writ petition has been filed impleading Bare Lal as respondent No. 3, who has since died. 2. This fact has also been fairly admitted by learned counsel for the petitioner. 3. In view thereof, learned counsel for the petitioner prays that the present writ petition be dismissed with liberty to file a fresh petition. 4. Accordingly, the present writ petition is dismissed with liberty to file afresh. 5. The office is directed to return the certified copy of the order after retaining a photocopy thereof on record. 6. It is made clear that in the event the petitioner files a fresh writ petition, he shall serve advance notice upon Sri Devesh Kumar Verma, learned counsel appearing on behalf of the responden
