It is argued that reports were called for but till date no decision has been taken, hence the present writ petition. 3. Heard counsel for the petitioner, learned Standing Counsel appearing on behalf of respondent nos.1 to 4 and Shri Rameshwar Prasad Shukla, learned counsel appearing on behalf of Respondent No.5 and perused the record. 4.
