Since counter and rejoinder affidavits have been exchanged between the private parties and they do not propose to file any further affidavit, the writ petitions are being decided at the fresh stage. 4. The facts of the leading writ petition are that the writ petitioner was enrolled as Soldier in Indian Army on 20.03.2001 and discharged from his service from 31.05.2019 and thereafter, the vacancy stood advertised in Civil Police on 19.10.2018.
