Since counter and rejoinder affidavits have exchanged between the parties and parties do not propose to file any further affidavit and the petition be decided on the basis of the documents available on record, thus with the consent of the parties, writ petition is being decided at the fresh stage. 3. The case of the writ petitioner is that he was initially appointed as Class- IVth employee on 05.09.1987 after facing the selection process. According to the writ petitioner, juniors to the writ petitioner were accorded regularization but the claim of the writ petitioner was not considered so the writ petitioner preferred Writ-A No. 10327 of 2005 along with Writ-A No. 15694 of 2003 which came to be disposed of on 20.09.2013, the following orders observed as under: "H
